Indo-Pacific NGO Blended Finance Accelerator Grant

The Indo-Pacific NGO Blended Finance Accelerator is a five-year, AUD 10 million initiative launched by the Australian Department of Foreign Affairs and Trade (DFAT) in partnership with Convergence Blended Finance. The Accelerator supports NGOs to design and scale blended finance solutions that unlock private capital for climate action and gender equality in the Indo-Pacific.
The programme recognizes that many organisations working in development are ready to shift from traditional grant-dependent models toward approaches that attract additional financing and enable long-term, scalable impact. By supporting this transition, the initiative aims to drive more resources toward climate resilience, gender equality, sustainable livelihoods, and locally grounded economic development.
The accelerator is open to NGOs that have the capacity to design and lead financial mechanisms capable of drawing in investment alongside donor support. Successful applicants may be working in fields such as community development, environmental sustainability, small enterprise support, agriculture or social services, but must demonstrate that their proposed solution has the potential to function as a financial vehicle rather than a standard project. Priority is placed on solutions that reflect local realities, involve collaboration across sectors, and strengthen the role of communities in economic decision-making.
The programme offers catalytic grants at three different stages depending on the maturity of the proposed model. Early-stage ideas can receive support to explore feasibility and conduct scoping work. More advanced concepts may receive funding to implement a first pilot. Established models with promising results can apply for support to scale or expand. Grant amounts range from approximately USD 200,000 for feasibility work to up to USD 550,000 for piloting or scaling efforts.
This opportunity provides NGOs with the means to reimagine their role in development finance and unlock new pathways for sustainability and growth. By enabling organisations to design solutions that attract private capital, the accelerator aims to support long-term resilience and self-sustaining impact across the Indo-Pacific. Interested organisations are encouraged to prepare proposals that clearly outline the financial structure, expected development benefits, and long-term vision for scaling and local ownership.
